DAVINDER SINGH, SC
img-Davinder_Singh Mr Davinder Singh, SC is the Chairman of the Board of Directors of SIAC and the CEO of Drew & Napier LLC.

Mr Singh’s legal experience spans three decades. He has an active international arbitration practice involving complex commercial disputes, international clients and multiple jurisdictions. He has advised and/or acted in numerous institutional and ad hoc arbitrations.

At the Chambers Asia-Pacific Awards 2014, Mr Singh was conferred the “Outstanding Contribution to the Legal Profession” Award. He is the only litigator in Singapore to be ranked by Chambers & Partners as a “Star Individual” for seven years running from 2011 to 2017. According to Chambers’ researchers, he is “widely acknowledged by market sources as a ‘very impressive’ dispute resolution specialist who readily adapts his skills as a star litigator to an arbitration context" and a “standout figure in arbitration as well as litigation, widely regarded as 'an exceptionally good lawyer - always top of the tree.’”

Mr Singh was also named “Disputes Star of the Year - Singapore” at the inaugural Asialaw Asia-Pacific Awards 2015, and “Disputes Lawyer of the Year” in Southeast Asia and India at the inaugural Asian Lawyer Emerging Markets Awards 2014.

In December 2015, Mr Singh was appointed Vice-Chairman of the ICC Commission on Corporate Responsibility & Anti-corruption.

Mr Singh also sits on the Board of Directors of the Singapore International Mediation Centre, PSA International Pte Ltd and Delfi Limited.

He was in the first batch of Senior Counsel appointed by the Singapore Supreme Court in 1997.

CHAN LENG SUN, SC
img-ChanLengSun Mr Chan Leng Sun, SC is the Deputy Chairman of the SIAC Board of Directors.

Leng Sun is Baker McKenzie’s Global Head of Arbitration. He also heads the Dispute Resolution practice in Baker McKenzie Wong & Leow. He is qualified in Malaysia, Singapore and England. Leng Sun was appointed Senior Counsel in January 2011. He has a broad commercial practice that covers technical disputes, maritime law, international trade, insurance and company law.

Apart from being counsel, Leng Sun is a Chartered Arbitrator and is also on the panel of leading arbitral institutions. He is a Chairperson of the arbitration panel jointly appointed by the EU and Korea under the protocol on cultural cooperation of the Korea-EU FTA. Leng Sun is President of the Singapore Institute of Arbitrators (SIArb). He is the Deputy Chairman of the SGX (Singapore Exchange) Appeals Committee.

Leng Sun was a legal officer of the United Nations Compensation Commission in Geneva and a SIAC-CIAC Observer to the UNCITRAL Working Group on Arbitration. He is the author of the book Singapore Law on Arbitral Awards and Co-Editor of Conflict of Laws in Arbitration.

Leng Sun is recognized among the top lawyers worldwide by Who's Who Legal - Litigation 2016 and Who's Who Legal - Arbitration 2017. He is described by Chambers Asia-Pacific 2017 as "one of the best arbitrators and practitioners in arbitration."

CHONG YEE LEONG
img-ChongYeeLeong Yee Leong’s primary area of practice is international arbitration specialising in the areas of energy, oil and gas, power and infrastructure projects in Singapore, Malaysia and the region. In practice for more than 26 years, Yee Leong is recognised as a leading international dispute resolution specialist in the Asia-Pacific region.

Yee Leong has been consistently recommended for his capability in international arbitration in various leading legal publications. Amongst others, in the 2017 editions of Chambers Global and Chambers Asia-Pacific, a client highlighted his “advocacy skills” adding that “he was able to point out certain angles the other lawyers didn’t.”, Yee Leong was also one of the nominees (and the only Asian nominee) for the Global Arbitration Review inaugural “Advocate of the Year” award and has been named Singapore International Arbitration “Lawyer of the Year” 2015-2016 by Best Lawyers. The award reflects the high level of respect a lawyer has earned for excellence, professionalism and integrity.

Yee Leong is a Chartered Arbitrator and a Fellow of the Chartered Institute of Arbitrators (CIArb) and the Singapore Institute of Arbitrators. He is also on the panel of arbitrators for Singapore International Arbitration Centre, Kuala Lumpur Regional Centre for Arbitration and CIArb Presidential Panel of Arbitrators. Yee Leong also served as a director of Singapore LNG Pte Ltd from 2011 to 2015.

NISHITH DESAI
img-Nishith_Desai Mr. Nishith Desai is the founder and Managing Partner of the multiskilled, research-based international law firm, Nishith Desai Associates with offices in Mumbai, Silicon Valley, Bangalore, Singapore, Mumbai - BKC, New Delhi and Munich.

Mr. Desai's practice encompasses an extensive range of tax, corporate and technology matters, with a strong emphasis on private equity and venture capital funds. His other areas of practice include corporate globalization, international listings, M&A transactions, international IPOs, international successions management, corporate governance, e-commerce taxation, JVs and strategic alliances, employment and human resource laws, intellectual property rights, media and entertainment laws, complex information technology and business process outsourcing transactions and social sector laws.

Mr. Desai has developed expertise and carved a niche in the area of litigation and dispute resolution with a strong focus on complex cross border disputes.

DAVID LIU

img-David_Liu Mr David Liu is a senior partner of Jun He Law Offices.

Mr. Liu has been in practice for over twenty years. His areas of specialty include banking and finance, M&A, and foreign direct investment. He is highly recommended for his outstanding performance in the areas of financial services, M&A. Mr. Liu has actively represented a number of international and domestic banks and been involved in structuring, negotiation, document preparation and rendering of opinions in many projects, including petrochemical, semiconductor, steel, automobile, power, water, toll road and other industries. Mr. Liu also represents multinational corporations in their entry into China’s market and advises state owned enterprises and other domestic companies on their cooperation with foreign investors. In recent years, Mr. Liu has also represented foreign banks and other financial institutions in their investments and strategic cooperation with PRC banks, fund joint ventures and financial institution deals.

Mr. Liu is an arbitrator with the China International Economic and Trade Arbitration Commission (CIETAC) and also Shanghai Arbitration Commission , and visiting law professor at the East China University of Politics and Law. Mr. Liu was awarded the Legal Personality of the Year 2003 and China Dealmaker of the Year 2009 by Asian Legal Business; listed on Chambers & Partners since 2000 and listed a M&A and banking lawyer by Asia Law & Practice since 2000.

RAJIV K LUTHRA
img-Rajiv_K_Luthra Mr Rajiv K. Luthra is the Founder and Managing Partner of Luthra & Luthra Law Offices - ‘National Law Firm of the Year – India 2012’ by Chambers & Partners. He has been appointed on the Securities and Exchange Board of India (“SEBI”) committees on “Rationalization of Investment Routes and Monitoring of Foreign Portfolio Investments’ and “Reviewing Insider Trading Regulations.” He serves on the Advisory Board to the Competition Commission of India and to the Competition Advocacy Steering Committee and has been appointed by the Ministry of Commerce as Convener of the ‘Joint Economic and Trade Commission’ (JETCO), between India and the UK, formed to advise the Government of India on the liberalisation of legal services under the General Agreement on Trade in Services (GATS).

He is recognized for “…his singular contribution to the practice of corporate and commercial law in India and for being one of the country’s earliest pioneers in international transaction lawyering” and awarded by the Hon’ble Prime Minister of India, the Chief Justice of India and the Law Minister. He is a recipient of the ‘Lifetime Achievement Award’ at the 4th Annual International M&A Advisors Awards in New York. He has been inducted in the ‘M&A Advisor Hall of Fame’ by the International M&A Advisors Awards in New York. He also serves on the Boards of the HSBC India and Symphony International Holdings Limited (a London Stock Exchange listed company).

MICHAEL MOSER
img-Michael_Moser Michael Moser is an international arbitrator with 20 Essex Street Chambers. He is a Chartered Arbitrator, a Fellow of the Chartered Institute of Arbitrators and a Fellow of the Singapore Institute of Arbitrators. He received his law degree from the Harvard Law School and holds a PhD (With Distinction) from Columbia University.

Mr Moser is Honorary Past Chairman of the Hong Kong International Arbitration Centre, a Governing Board Member of ICCA, a Board Member of the Singapore International Arbitration Centre, a Board Member of the Vienna International Arbitral Centre and a Commission Member of CIETAC in Beijing. He has also served as a Court Member of the LCIA, a Board Member of the SCC Stockholm Arbitration Institute and an advisor to the World Bank in connection with the establishment of the Cambodian Arbitration Centre.

Mr Moser is the author or editor of many books and articles, including A Guide to the HKIAC Arbitration Rules (OUP, 2017) and The Asia Arbitration Handbook (OUP, 2011) and The Asian Leading Arbitrators' Guide to International Arbitration (Juris, 2006). Until last year, Mr Moser served as the General Editor of The Journal of International Arbitration.

Resident in Asia for more than 30 years, Mr Moser works principally from offices in Hong Kong and Singapore. He has acted as arbitrator in more than 250 cases under the UNCITRAL Rules and the institutional rules of the SIAC, the ICC, ICSID, HKIAC, JCAA, LCIA, ICDR and others. Fluent in Chinese (Putonghua), he was the first foreigner to be appointed an arbitrator in China in the 1980's. In recognition of his contributions to arbitration in Asia, Mr Moser was awarded a Lifetime Achievement Award by Chambers. He is consistently rated as being one of the "very best" and "most in demand" arbitrators globally.

CHELVA RAJAH SC
img-Chelva_Rajah Mr Chelva R Rajah SC, a member of Singapore Bar since 1972, practices at Tan Rajah & Cheah in both litigation and arbitration, particularly in commercial disputes, property-related matters and insolvency.

He was President of the Law Society of Singapore from 1990 to 1992 and was appointed a Senior Counsel on 10 January 1998. He is on the SIAC Panel of Accredited Arbitrators.

THAM SAI CHOY
img-Tham_Sai_Choy Mr Tham Sai Choy is the Chairman of KPMG Asia Pacific, one of the three regions in KPMG’s global operations. He is also a member of KPMG's Executive Committee and its Global Board.

In Mr Tham’s 35 year career, he has worked in the United Kingdom, Australia and Singapore, covering a wide range of professional work and has held a number of different leadership positions in Singapore and Asia Pacific.

His work has covered financial audits, internal audits, IT Security, Forensic investigations, M&A transactions, valuations, corporate restructuring, cross-border capital raising and GST advisory in a range of different industries.

Mr Tham is a board member of the Housing Development Board, and the Accounting and Corporate Regulatory Authority. He serves on the Future Economy Council, and the advisory boards or governing boards at a number of higher learning institutions. He has been active in the development of the accountancy sector in Singapore, having been an inaugural member of the Accounting Standards Council (including as deputy Chairman), the Committee to Develop the Accountancy Sector and the Singapore Accountancy Commission.
